Meat Registration Application
Overseas Meat Factory / Exporters Required to List with GACC from January 01, 2022
According to GACC Decree 248. Overseas factory and exporters meat registration, all foreign meat producers, exporters and agents are required to file their company information online with the bureau of Import and Export Food Safety of GACC, China’s General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China. This requirement comes into force with effect from January 01, 2022 and annually renewal in China customs.
The Notice implies that any meat factory / exporter / agent shall submit a filing application to GACC before they export meat to CHINA. factory and exporters shall fill and submit the application form of meat exporter through the registration filing management system. such as the manufacturer, exporter and agent’s name, country, area, address, contact name, telephone, meat category, test report, etc.. needs to be submitted. After submitting the application that manufacturer and exporter will obtain a registration number by the GACC.
Registration Categories
- Cooked, Chilled, Frozen, Pickled.
- Beef, Lamb, Pork, Venison, Poultry.
- (Horse meat only from Mongolia).
- Beef must be traceable to the birth farm using a unique identifier, or if imported to the first place of residence or port of entry.
- Carcasses, beef, and beef products must be uniquely identified and controlled up until the time of shipment.
China standard requirements for imported meat products:
- Hazard Analysis and Critica-Control Point (HACCP) System General Requirements for Food Proces according to China GB-T 27341-2009
- National Food Safety Standard Hygienic Specification for Livestock and Poultry Slaughtering and Processing according to China GB 12694-2016
- Standard for Fresh and Frozen Livestock and Poultry Products according to China GB 2707-2016
- Standard for Meat and Meat Product Management according to China GB 20799-2016
- Standard for Canned Foods according to China GB 7098-2015
Meat Feed additives requirements:
Eligible meat products exported to China should not contain growth promotants, feed additives and other chemical compounds including ractopamine, prohibited by China’s law and regulation. Meat and Meat products shipments detected with prohibited substance or compounds at the port of entry will be rejected, returned to the origin port or destroyed.
Labeling Requirements:
information may appear on an independent label or be present somewhere on the primary display panel.
- Exterior Label: Mandarin and English
- Product name
- Country of origin
- Establishment number
- Production date
- Expiration date, storage period, or shelf life
- Storage temperature
- Country of destination
- Net weight (English)
- Inspection legend (English)
- Name and address of Company (English)
- Production Lot number (as defined by the exporter)
- Specification (refers to packaging type)
- Inner Label: English or Mandarin
- Product name
- Country of origin
- Establishment number
- Production Lot number (as defined by the exporter)
- The production lot numbers for the exterior and inner label must be the same!!
- Note: the label must legible and easy to read. GACC association have designed the different beef types of label templates, for the convenience of applicants quickly and automatically generate a label of own style and elements to meet the GACC standards.
- For eligible meat products, China confirmed that on the exterior package of eligible meat products, product can be labeled with both chilled and frozen shelf-life dates on the same package, but the exterior package must be designated as chilled or frozen so GACC Inspectors knows which date applies.
Correct Appliactions Procedures
GACC will keep a file of applications of exporters who have submitted complete filing information and send approval information to the China customs clearance system.

A list of filed manufacturer / exporters and agents with their names and countries / regions shall be generated by the GACC registration management system and made public on GACC database.
Note: GACC strongly recommends that applicant register directly and do not leave this application process to their importer or distributor. Importers require your registration number to complete China customs clearance. Should you change your distributor, or have multiple distributors, they may be reluctant to share your registration number and authorization password if circumstances change. The authorization password will be the only credential when you enter the GACC system to go through customs clearance procedures in China.
